How to get your Certificate of Proficiency from Marina

The Maritime Industry Authority (MARINA) is the single maritime administration responsible for the implementation and enforcement of international convention on standards of training, certification and watch keeping for seafarers, as amended by international agreements or covenants. They issue a Certificate of Proficiency (CoP) to successful applicants who have completed the Basic Safety Training Course. This certificate entitles the lawful holder to serve and perform the functions involved at a specific level of responsibility.

All manning agencies are expected to look for a COP when recruiting candidates to be deployed onboard foreign flag vessels, as adviced by the Philippine Overseas and Employment Administration (POEA), to uphold a reputable name and maintain the country’s international seafaring standards.

To get your own Certificate of Proficiency from the MARINA, make sure to accomplish these necessary documentation:

  1. Completion of a full Basic Safety Training course
  • Certified True Copy of Training Completion and Records of Assessment (TCROA)
  • Certified True Copy of Enrollment Report
  • Photocopy of Training Certificate issued
  1. Ship Security Awareness Training and Seafarers with Designated Security Duties (SDSD)
  • Certified True Copy of Training Completion and Records of Assessment (TCROA) in SDSD
  • Certified True Copy of Enrollment Report
  • Photocopy of Training Certificate issued
  1. Proficiency in Survival Craft and Rescue Boat (PSCRB)
  • Certified True Copy of Training Completion and Records of Assessment (TCROA) in PSCRB
  • Certified True Copy of Enrollment Report
  • Photocopy of Training Certificate issued
  • Certificate of Sea service with company dry seal (in MARINA prescribed form)
  • Approved seagoing service of not less than six (6) months
  • Certified True Copy of filled-up SIRB pages showing seagoing service.
  1. Proficiency in Fast Rescue Boat (PFRB)
  • Certified True Copy of Training Completion and Records of Assessment (TCROA) in PFR
  • Certified True Copy of Enrollment Report

  • Certified True Copy of Enrollment Report

  • Approved seagoing service on board Chemical vessel of at least three months
  • Certified True Copy of filled-up SIRB pages showing seagoing service
